Campaign Prioritization

As a user I want to reorder my campaigns from highest to lowest priority by moving them up and down the list.

Problem this solves: I have a mix of campaigns of different lead quality - some are fresh new leads and some are old aged leads. The age of the leads is not corelated with the start date of the campaign. I want the new leads to always have priority over old leads each day, to ensure that new leads always reach their max dials per day, and any shortage falls on the old leads. I want to prioritize the queue with new leads at the top and old leads at the bottom to accomplish this.
